Kirama mountain chain, traveling along the western edge of Kaiju Bay, passing near the Hall of Cats, and stretching eastward, stopping before the Turtle's Fort and after the Bamboo Forest. To the south, it skirts just 100 meters from the shore of the bay itself, its final reach ending in the Charybdis Sea, a swirling body of treacherous waters. The Silk Curtain acted not only as a physical barrier but a mystical one, concealing all within from the knowledge and influence of the outside Runiverse.

The policy of isolation for Kaiju Bay is called the "Koukotsu Mandate" (幻骨令, Kōkotsu Rei), translating to the "Mandate of Phantom Bones." This name reflects the region's deep-rooted belief in the spirits and ancestors that are said to dwell in the land, as well as the "phantom" protection provided by the Silk Curtain that once concealed the bay from the outside world.
The Koukotsu Mandate was established after the fall of the Silk Curtain, in response to the influx of foreigners, particularly the Blue Wizards, and the cultural disruption they caused. The rulers of Namihei, led by the Council of Elders, enacted this policy to preserve the region's spiritual purity, cultural heritage, and autonomy from outside forces. Like the sakoku policy in feudal Japan, the Koukotsu Mandate strictly limited interactions with outsiders, while allowing for highly regulated trade and diplomacy.

The Jade Fortress was built by the ambitious Lord Daigo Tenshiko, a warlord who sought to challenge the dominance of the Arashimaru clan. The fortress, built into the cliffs along the fault line, was an architectural marvel of greenstone walls and hidden corridors. For decades, tensions between Namihei and the Jade Fortress simmered, eventually boiling over into open conflict known as the War of the Serpent’s Tide. The civil war devastated the lands of Kaiju Bay, but it was ultimately resolved when the Jade Fortress fell to ruin, its stone crumbling during a great earthquake that also caused the Silk Curtain to temporarily falter. Most rejoicing as a dark entity resided within the Jade Fortress, which now was entombed in the rubble. Lord Daigo’s line was extinguished, and the Arashimaru family’s rule was solidified.
This event marked the end of the Arashimaru Period and the beginning of the Tenshou Period, a time of reconstruction and renewed focus on spiritual connection and unity.
During this time of renewal, the people’s devotion to Tsuchido deepened. In contrast to the structured temples of the outside world, Tsuchido focused on the belief in kami (spirits) that dwelled in all things—mountains, rivers, trees, and even the stars. The practice of offering rituals to these spirits became central to life, from planting crops to forging weapons. It was believed that to disrespect the spirits was to invite catastrophe.
At the heart of Tsuchido’s practice was the Spirit Villa, a revered temple complex located in the bamboo forests east of Sakana Cove. Here, the Spirit Priestesses and Shaman Lords tended to the sacred relics, meditated with the spirits, and offered guidance to the rulers and people alike.
Through all of this, there was always the presence of Tengukensei, the enigmatic enchanter who watched from the high cliffs of Mt. Kirama. Tengukensei’s presence, though rarely direct, loomed large in the consciousness of the people. It was said that he controlled the winds that blew through the region and whispered prophecies of doom or fortune into the ears of those brave enough to seek his guidance. His existence was a reminder that even in isolation, the region was never truly free from cosmic forces greater than themselves.
The region’s long isolation came to an abrupt end during a massive earthquake in the Eisho Period. The tremor was so great that it shattered the Silk Curtain, exposing Kaiju Bay to the outside world for the first time since the Singularity. From the east, travelers arrived, and with them came the Blue Wizards, a faction of outsiders wielding foreign magic and seeking to impose their ways on the people of Kaiju Bay.
The Blue Wizards were viewed with suspicion and hostility. The Blue Wizard missionaries attempted to convert the people from their Tsuchido faith to their arcane doctrines, promising power and knowledge in exchange for loyalty. However, the people of Kaiju Bay saw this as an affront to their sacred beliefs and a violation of the balance they had maintained with the spirits for so long. The wizards, with their flamboyant spells and foreign ways, were hated for their arrogance, and their influence was eventually curbed, though not without causing significant unrest.
Today, Kaiju Bay stands as a testament to both resilience and adaptation. Though the Silk Curtain has fallen, the region has maintained much of its traditional culture and beliefs. Sakana Cove remains the heart of the land, while Namihei continues as the seat of power, its rulers tracing their lineage back to the ancient Arashimaru clan. Though modern technologies and outside influences have begun to seep into the region, the people remain deeply connected to their past, their land, and the spirits that guide them.
The legacy of the Jade Fortress lives on in stories of hubris and downfall, a reminder that power without balance will always end in ruin. Meanwhile, the distant presence of Tengukensei on Mt. Kirama still draws the curious and the desperate, seeking answers to questions only the winds can know.
